Regression:Unable to continue after hitting on enter in sync pop up |

Issue descriptionChrome Version: 57.0.2976.0 Dev OS: Ubuntu 14.04,windows What steps will reproduce the problem? (1)Sign in to chrome and wait till the sync pop up appears. (2)Hit enter after pop up appears. Expected:Pop up should be disappears and should be able to login after hitting enter button. Actual: Instead pop up is not disappearing after hitting enter button This is a regression issue broken in M-57. Manual bisect info: --------------------- 57.0.2959.0-Good Build 57.0.2960.0-Bad Build

You are probably looking for a change made after 440518 (known good), but no later than 440519 (first known bad).
