Regression: [MD History] Unable to keep focus on 'Actions' and 'Collapse list' icon under 'Tabs from other devices' section using 'Tab' key.

Chrome Version: 57.0.2976.0 (Official Build) 062d7b445d6d0ebf509fd923ef027a0a3c6818b1-refs/heads/master@{#442165} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and sign in to chrome with such accounts in which browsing history from other devices are synced.
2. Navigate to chrome://history page and go to 'Tabs from other devices' section.
3. Now, multiple times press 'Tab' key from keyboard and observe the focus.

On pressing the 'Tab' key, Focus doesn't navigate through 'Actions' and 'Collapse list' icon.
On pressing the 'Tab' key, Focus should navigate through 'Actions' and 'Collapse list' icon.

This is a regression issue, broken in M-57 series, will soon update other info.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2973.0 (Revision: 441616).
Bad build: 57.0.2974.0 (Revision: 441962).

You are probably looking for a change made after 441883 (known good), but no later than 441884 (first known bad).

This is working as intended. Up and down arrows can be used to navigate to the buttons after they have been reached with Tab nav.
