Include timezones on all times in the UI

Issue description

Timezones should be included anywhere a time is displayed in the UI.  I know they're *probably* in my browser's local timezone, but it can be confusing when reconciling times across different Google tools.

For example on the issues list page (https://chromium-review.googlesource.com/q/status:open): times are formatted like "12:21 PM", with a title attribute "Jan 09, 2017, 12:21 PM".  I'd like to see a "UTC+11:00" in the title attribute.
