Create a universal IsEnterpriseManaged method.

Currently, checking for enterprise management is done using platform specific APIs (ex. base::win::IsEnrolledToDomain & ChromeOSMetricsProvider::GetEnrollmentStatus).

It would be worth investigating having a common API instead and deprecating the platform-specific ones.
