ChromeOS resizes all open windows expecting a bottom shelf after reboot

Issue description

Chrome Version       : 57.0.2970.0
OS Version: 9150.0.0

What steps will reproduce the problem?
1. Dual monitor setup - position left monitor shelf left and right monitor shelf on the right
2. Open one or more Chrome windows that stretch from top to bottom of either monitor
3. Shutdown
4. Startup and login
5. ChromeOS resizes the windows that were previously open to leave space for a shelf on the bottom of the screen

What is the expected result?
Windows would still stretch from top to bottom of screen.

What happens instead of that?
Windows are resized.

This was happening for a few months and it finally bothered me enough to submit a bug report. This may be related to this other issue I reported today which just started happening with 2970 : https://bugs.chromium.org/p/chromium/issues/detail?id=679208
