scroll bar with rtl and float resulting in wrong position of elements

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. use direction rtl on the body
2. overflow hidden on a div having two childs or more
3. float a child to the right

What is the expected behavior?
the two divs are beside each other

What went wrong?
the floated div is behind the other one (in z-axis)

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Able to reproduce this issue on Windows-10, Ubuntu 14.04 and Mac OS 10.12 using chrome latest stable M55-55.0.2883.87. By opening the bug.html file observed the content "some text goes here" is displayed on the red cross mark.

This is non-regression issue seen on chrome earlier version of M35-35.0.1849.0 as well, Hence marking it as untriaged

Note: This issue is working fine on firefox.
