Bookmarks bar folders don't always close on 2nd click, depending on speed of click

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Create a folder on the bookmarks bar if none already exist.
2. Click a bookmark folder on the bookmarks bar to open it.
3. Click on the same folder a second time.

What is the expected behavior?
The folder menu should always close and stay closed.

What went wrong?
If the click to close the folder menu is very quick (minimal time between button-down and button-up, as in a very light tap of the mouse button), the folder closes as it should - but anything longer, and the folder menu only closes while the mouse button is held down, and opens again when the mouse button is released.

The current behavior is inconsistent. Folders on the bookmark bar should always close when clicked a 2nd time, regardless of the duration of the click, to be consistent with standard application menus, the Windows start menu, and the Chrome main menu button.

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87 by following steps mentioned in the original comment. By clicking on the folder icon in the bookmark bar for second time it closes as expected.

Reporter@ - Are you able to reproduce this issue consistently including incognito mode? Could you please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser.

#1, it seems you didn't read the entire bug report, the issue is easily reproduced on Windows 7 and 10. Simply press and hold the mouse button for more than half a second.

#1, yes I checked with a new profile and on a different computer and get the same behavior on both. #2, exactly - it depends on the speed of the click. Fast click = menu closes, slow click = menu reopens.

The duration of the click from button-down to button-up required to cause the menu to reopen must be pretty close to my usual click speed, because in my everyday use, sometimes they reopen and sometimes they close properly, which feels inconsistent.

ok got it!  Able to reproduce this issue on Windows-10, Ubuntu 14.04 and Mac OS 10.12 using chrome latest stable M55-55.0.2883.87 as well. As per comment #3 if I click the bookmark folder the menu closes as expected but not while slow clicking.

This is non-regression issue seen from past M35-35.0.1849.0, Hence marking it as untriaged.
