[Extensions] Adding new extension causes icon overlap.

Issue description

Chrome Version: 57.0.2975.0
OS: Mac 10.11.6

Repros 50% of the time.

What steps will reproduce the problem?
(1) Have some extensions in the toolbar.
(2) Add a new extension from the Chrome Web Store.

(3) (Optional) Manually move some icons around on the visible toolbar.

What is the expected result?
New extension icon appears on toolbar without overlap.

What happens instead?
Left-most extension overlaps the bookmark "star" icon.

The overlapping is also happening, when you already have extension icons on the Toolbar and starting Chrome (Canary).

This was reverted in r442257 and relanded, fixed in r443345. See  Issue 648563 . So I think this can be closed. I haven't noticed anything strange.
