pNacl (Native client) fails to load

Issue description

Chrome Version       :  55 (32 bit version)
URLs (if applicable) : NA
Other browsers tested:NA
What steps will reproduce the problem?
Load any native client app. Ex url: https://gonativeclient.appspot.com/demo/bullet

What is the expected result?
App load should be success and works as per expectation

What happens instead?
Loading NACL module fails with the following error:
45468:1 NativeClient: Insufficient memory to allocate untrusted address space 
45468:1 NativeClient: geAlloc: VirtualAlloc(*,0x40000000) failed 
345468:1 NativeClient: [2636,5576:05:23:09.195000] NaClPageAlloc: VirtualAlloc(*,0x40000000) failed 
45468:1 NativeClient: [2636,5576:05:23:09.195000] NaClPageAllocRandomized: failed (12), dropping hints 
45468:1 NativeClient: [2636,5576:05:23:09.195000] NaClPageAlloc: VirtualAlloc(*,0x40000000) failed 
45468:1 NativeClient: [2636,5576:05:23:09.209000] NaCl LoadApp failed. Transferring logs before exit. 

Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on windows 10 with chrome version #55.0.2883.87.
Didn't observe any errors while loading the provided url in the comment #0
Attaching the screen-cast for your reference.
Could you please re-try the scenario with clean profile with no apps & extensions and let us know observations

Hi,

Still the issue is coming for some of the users.

One user using windos 7, 32 bit is facing the same issue.

The user was using chrome 57.0.2987.98.

We have tried uninstalling all apps and extensions. ALso we have uninstalled and installed the chrome. We have tried in incognito mode also

Unable to reproduce the issue on windows 10 -32 bit with chrome version #57.0.2987.98.Didn't observe any errors while loading the provided url in the comment #0.
As chrome-HYD team do not have windows 7-32 bit machine ,could anybody from MTV team please look into this issue.Adding "TE-NeedsTriageFromMTV" label.
