Opening out-of-scope links from a WebAPK clobbers top Chrome tab

Issue description

Chrome Version: Chrome dev Jan 3

What steps will reproduce the problem?
(1) Open a tab in Chrome dev
(2) Open a WebAPK and click a link out of scope
(3) The existing tab opened in (1) is replaced

What is the expected result?
A new tab is created.

What happens instead?
The top tab is replaced.


Note: we may want to change this behavior to use the mini-bar anyways (sent a separate email about that.)

I didn't dig into code, but I think it is because it still uses the old WebContents rather than creating a new one. Since the that WebContents is already associated with a tab, then it just resues the tab.
Ah I see -- I think we will want to create a new tab as well then.

Sure, will investigate.
(n.b. I would wait until after Tuesday's weekly in case we decide to use the mini-bar instead. That would make this issue moot.)
