A2HS promo appears inside a WebAPK

I saw an A2HS banner when I opened a WebAPK. I believe I installed it a few days ago, and I've visited the site in Chrome in the meantime.

Since this is inside a WebAPK, the only way it should happen is if you pass the bypass flag on. Is that the case?

Otherwise, we need to make sure WebAPKs are properly setting the installed bit that banners check. I'm pretty sure that they do, but that's the other explanation for this happening. Can you let me know the engagement score of this origin from chrome://site-engagement, as well as the variations from chrome://version?

Ahh, yes indeed it is!

But I think that even with that flag flipped we probably shouldn't do this after install. Not all that important since the population would just be devs.

WontFixing for now - I don't think it's a compelling case to ignore the bypass flag when in a WebAPK, but reopen if you think it's important. :)
