Notification emoji weird font and spacing on same-tag replaced notifications

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. Visit this URL: https://tests.peter.sh/notification-generator/#title=😳  word;;tag=1

Note: If the URL doesn't copy correctly, select a Custom title with contents "😳 word" and Tag "tag-1".

2. Click "Display notification" once. Observe the notification displays correctly.
3. Click "Display notification" again. Observe the replaced notification's title with extra spacing and a monospace font.

Separate notifications (using separate tags) do not have this issue.

What is the expected behavior?
The second same-tag replaced notification should be displayed identically.

What went wrong?
The second same-tag replaced notification's title displayed with extra spacing and a monospace font.

Chrome version: 55.0.2883.95  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 24.0 r0

Tested this issue on Mac OS 10.12 using chrome latest stable M55-55.0.2883.95 by following steps mentioned below.

1. Navigated to the provided URL "https://tests.peter.sh/notification-generator/#title=😳  word;;tag=1"
2. Clicked on "Display notification" button once, observed a notification dialog pop ups
3. Refreshed the page to enable the "Display notification" button again
4. Clicked on "Display notification" button, observed the same notification dialog pop ups as shown in the steps-2

jason@ Could you please provide the screen-shot of th actual behavior of the issue for better understanding.

Hey @brakjumar@chromium.org,

Certainly! I'm not sure why you got the "Requires permission to display notifications.". Perhaps you're testing in Incognito mode? Or the Chrome profile you're signed in with is set to block all notification permissions?

A coworker tested on Windows and was not able to reproduce the bug. Another coworker tested on Mac OS X 10.12.2 and was able to reproduce the issue.

Works correctly for me on 56.0.2924.51 (Beta), macOS 10.11.

Thanks for the report! Confirmed on Mac 10.12.2, Chrome 55.0.2883.95, as shown in the link provided in #c3. I think this bug has actually existed for quite a while (at least for me personally), but I never had a repro case.
