[WPT Export] Set up script to be automated |

Issue descriptionThe script assumes it will be run on a regular interval. Until now all runs have been manually kicked off on my workstation. At first it would be great to set it up to run every hour. I'm not sure how to go about doing this. - [x] Set wpt-export up as a cron job on jeffcarp's workstation that runs every 10 minutes in --dry-run mode, monitor logs - [x] Write a wrapper script for wpt-export that fetches the latest changes from Chromium - [x] Remove --dry-run from cron job

As a first step it might make sense to set this up as a cron job on my workstation. That should let me iron out all the kinks without setting up an actual builder yet.

Yep, makes sense to me. Later on, the default way that I would imagine we'd do this would be in the same way as the importer is set up right now -- with a recipe (https://cs.chromium.org/chromium/infra/recipes/recipes/w3c_test_autoroller.py) and a builder running that recipe. Although we should consider any possible other approaches if we think of any :-)
