3] Description of Component: Core process organization, interconnection, and lifetime management.

5] Please specify what triage practices will be followed for the component
(i.e. what team will do it and how frequently).

Relatively low-volume, so manual triage will be performed by owners on-demand as new bugs are filed.

Hey Ken,

This component should be live now.  We should keep an eye on it to see if the naming causes any confusion, or if there is a future opportunity to create a logical hierarchy.
