reverify all hosts RPC breaks on push master

Issue description

For some unknown reason, the reverify all hosts RPC is not working. This is blocking testing push. No tests had been ran since 12/29. I will upload a temporary CL to disable the verify in order to have a testing push run. In the meantime, I will debug the root cause and fix it.

Revert CL to temporarily disable verify hosts in testing push

Reverify all hosts RPC works again in testing push. Revert the CL of
disabling the verify.
