Tested with Samsung Galaxy Note5(SM-N920I)/MMB29K and not see any issue with this page -https://www.google.com/intl/en/chrome/demos/speech.html If possible could you please attach bugreport. To attach bugreport: Android Settings > About Phone > Tap Build number 10 times, go back one screen, Developer options should be right above About phone.

Is there any site other than https://www.talater.com/annyang that has this issue? It seems to me that this site has a loop restarting speech recognition multiple times if no speech is detected after a couple of seconds. It does not look like a Chrome bug to me.

yes every site that use SpeechRecognition on Android has this problem the use case is to continues listen for voice command, not just one command, so user press some button to start SpeechRecognition and from now on it is expected that device will listen for commands after some idle time SpeechRecognition is turned off automatically by the browser, so code recognize this and start SpeechRecognition again, which generate this continues beeps seem related to https://code.google.com/p/android/issues/detail?id=37862

This behavior is not Android-specific. On desktop, Speech Recognition is also turned off after a few seconds if no speech is detected in all sites I checked. I believe this may be a feature and not a bug. gshires@: Can you comment on this issue?

With all due respect, have you actually accessed any speech recognition demo like https://www.talater.com/annyang/ from an android mobile phone? it is simple unusable, what is the point of having a speech recognition API if you have a beep sounding every second or two non stop? That is not working as intended, that is simply unusable. And this is not happening in desktop. In desktop it beeps one and that's it. It is on android mobile where it beeps non stop. That is not working as intended. Please review this again. Just try any demo like this one https://www.talater.com/annyang/ on both desktop and Android mobile and see by yourself, thank you so much, there are thousands of programmers out there waiting for a fix for this to create awesome speech recognition web apps, thank you

Yes, I have run the demo https://www.talater.com/annyang/ on an android mobile phone. That web page is continually using speech recognition. This API is not intended for continuous use in this manner. This is working as intended.

Actually this is not working as intended. https://www.talater.com/annyang/ on this site, if you mute the media volume (press volume up/down button and at the upper right corner of ringtone adjusting box, there will be an arrow heading downside. You can adjust the media sound here), it works OK. It will wait for you to speak. However if you do not mute the media sound, speech recognizer recognizes the beeping sound as a speech, and emit speechend event instantly, and at speechend event this site restart the speechrecognition. That is the reason why this site keeps beeping on Android. I think beeping sound should be there, if you should have that, before starting recognizing speech.
