Need robust way to reinstance all GCE builders

We need a process for reinstancing all GCE builders as a way to roll out changes to either the builder image, or the builder configurations.

It's easy to do this today, if we are willing to randomly disrupt all in-progress GCE builds.

We can solve this today with scheduled downtime, and can hopefully do so post-swarming with swarming based tools.
