[JAWS] Control tab doesn't always announce the name of the tab. You have to hit extra keystrokes.

Project Member Reported by chaok@google.com, Jan 6 2017

Issue description

Chrome Version: M55 or M57
OS: WIn7 or WIn10
Screen reader: JAWS 18

What steps will reproduce the problem?
(1) Using above combos
(2) I had two tabs
open: A google document and an external web site. Neither tab title was
correctly verbalized as I control+tab thru them.

What is the expected result? Tab title to be uttered when Ctrl+Tab

What happens instead? Nothing

Notes:
I just did a quick test using JAWS 18 and Chrome 57 (dev). I had two tabs
open: A google document and an external web site. Neither tab title was
correctly verbalized as I control+tab thru them.

Seems to often break and read the wrong thing when focus is inside the page. Does not occur with NVDA.
Very strange. I just noticed that we often don't fire MSAA focus events after switching tabs. This only happens when JAWS is loaded, but not NVDA. For example:
- Load tired.com in a new tab. Focus the "us" link.
- Ctrl+shift tab to go to prev tab
- Ctrl+tab to go back to tired.com

MSAA event watcher will not report the new focus events until the mouse moves!!
