Sync not working with repeated SYNC_SERVER_ERROR

Issue description

Creating this bug for commenter on  issue 420952  (#4)  issue 359767  (#13)  issue 408745  (#10)

This is happening in my work laptop.
First it shows sync has been disabled by your administrator.
After I changed the registry entry sync-disabled to 0. the message went away.
However, now the "Advanced sync options" is not opening. Clicking on the button does nothing.
I can see in my "https://www.google.com/settings/chrome/sync" page that there are hundreds of things saved in my account but now not syncing.

I even started chrome with command "chrome.exe --enable-sync" but to no avail.

Assigning to current sync client bug fixer. I'm a bit confused how you get "sync has been disabled by your administrator" with a @gmail account.

Do you think Websense might be blocking the data sync? As I mentioned earlier, the sync is not working on my work computer where all sorts of security software are installed. 
The (android) mobile is syncing perfectly though but I dont have any way to save the bookmarks and export it from my mobile.

can you try to navigate to chrome://net-internals/#events from chrome, search "https://clients4.google.com/chrome-sync" in description, click it, and see what is the response code for the request(or, you can copy the whole message to here)?
If the response code is 500, I think sync not started is because of security software.

I opened chrome with "chrome.exe --enable-sync" from command line, and "Set up Sync" button appeared in the Settings window. Clicking on this button opened up a pop up for a split second and then disappeared. From next time onward, even  that pop up is not appearing.
I navigated to chrome://net-internals/#events 
I did NOT find any line as you have described.

I believe this is a duplicate of crbug/657924. It should be fixed in the stable release of M56. If it's still broken in the new version(try signing out and signing back in to be sure), please re-open.
