Uint32Array 10x slower, than it used to be

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
Go to https://jsfiddle.net/tq4bpz3t/

What is the expected behavior?
Test compares copying bytes between arrays using Uint8Array view or Uint32Array view. In previous versions of Chrome, Uint32Array was faster than Uint8Array. 

What went wrong?
Now it is 10x slower. I am surprised, that it is also slower in Firefox, but only about 3x. How is that possible?

Did this work before? Yes 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0
