Add videoTrack to an existing mediaStream with audio track and play it in video element.

Issue description

Chrome Version       : 55.0.2883.87 m (64-bit)
URLs (if applicable) :-
Other browsers tested:NO
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:


What steps will reproduce the problem?
(1)Make an audio call.
(2)Upgrade the audio call by adding video tracks to the existing media stream 


What is the expected result?
Video tracks are added successfully and local and remote video run properly

What happens instead?
Remote Video is not playing.Local video and audio are playing.

Please provide any additional information below. Attach a screenshot if
possible.
When the video tracks were added, the ready state is live,enabled is true and muted property is false.But when onAddTrack event is fired at the remote peer, the video tracks are muted.The readystate of the mediaStreamTrack is muted, enabled is set to true.

Please, find the test code attached.
Steps are:
1- Start
2- Call
3- Change Media
4- Call Again
After step 4, I do not see the remote video.

Status: Duplicate (was: Assigned)
This is very likely caused by the bug I'm merging this into.
 Bug 705901  is in verified status with M64. Tried the test code with Canary build - 64.0.3278.0 (Official Build) canary (64-bit), the issue is still reproducible.
Tested the sample code.Steps are:
1- Start
2- Call
3- Change Media
4- Call Again
After step 4, I do not see the remote video.


Verified the  issue after modifying the test code. It is working fine.
