Touch keyboard will not show up on Microsoft Surface Studio

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Touch any text field in address bar or web page

What is the expected behavior?
Touch keyboard pops up

What went wrong?
Touch keyboard does not pop up.

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Touch keyboard pops up in all other windows applications, but not in Chrome. The issue occurs because the Microsoft Surface Studio is a desktop and has a bluetooth keyboard connected. By default, unless Windows is put in tablet mode or not connected to a physical keyboard, the touch keyboard won't show up when touch any text field in Chrome. If the machine is in desktop mode and connected to a physical keyboard, Chrome will never pop up the touch keyboard when touching any text field. This does not work well with the new Surface Studio because it's a touch centered desktop device, which means it needs the touch keyboard to automatically pop up even if it's in desktop mode and has physical keyboard connected, esp. in the scenario when the display is leveled flat on the surface. This is a major disadvantage of Chrome on this new device category (tablet-desktop 2-in-1).

Basically I have to use the --disable-usb-keyboard-detect string after the Chrome execution command. Since Chrome is constantly running in the background and configured to auto start up with Windows, I need to enforce the keyboard detection string on both the Chrome execution shortcut and the Windows startup command entry, and remember to force quit Chrome before any change can affect.
