Use -DCMAKE_C_COMPILER_LAUNCHER for building pnacl.

Prepending gomacc is recommended way of using goma.  Current *-pnacl-* builder in client.nacl.toolchain checks compiler (including goma) availability with gomacc's masquerade mode.

Let change it to the recommended way i.e. prepending gomacc.
