Crosh Options Page is Inaccessable

Steps to reproduce the problem:
1. Open crosh
2. Press Ctrl + Shift + P
3. Options page does not open

What is the expected behavior?
The options menu should open. Crosh says "If you want to customize the look/behavior, you can use the options page.
Load it by using the Ctrl+Shift+P keyboard shortcut.", but the page does not show up.

What went wrong?
Most of the time, it only scrolls through the previous commands, as if it only  registers Ctrl + P.

Did this work before? No 

Chrome version: 55.0.2883.103  Channel: stable
OS Version: 8872.73.0
Flash Version: Shockwave Flash 24.0 r0

Can confirm on beta/cyan:

Version 56.0.2924.58 beta (64-bit)
Platform 9000.58.0 (Official Build) beta-channel cyan
ARC Version 3627305
Firmware Google_Cyan.7287.57.92

What went wrong:
*Everytime* if scrolls only through the previous commands.

Tried with german and english Language/Keyboards.
Tried with crtr+shift+t and with "standalone" crosh extension.
