Issue description

UserAgent: Mozilla/5.0 (Linux; Android 6.0.1; SM-G550T1 Build/MMB29K) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.91 Mobile Safari/537.36

Steps to reproduce the problem:
1. another user install on my device

I feel as if I'm being spied on

Is the complaint here that you gave your Android device to someone else who installed Chrome on it? And you don't want Chrome on the device? Did you try to simply uninstall it?
