URL on the clear storage page is replaced with :// after the navigation

Issue description

Chrome Version: 55.0.2883.87 (Official Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Open "Application" tab and select "Clear Storage" tree item.
(2) Navigate to a different URL

What is the expected result?
"Clear Storage" view is updated with a new domain

What happens instead?
Domain is replaced with "://"

[DevTools] Pass the frame payload

Some frame information, like URL and security origin was lost because
frame payload object was not passed in the ctor. This fixes empty origin
on the "Clear storage" section on the Application tab.
