mash: Eliminate ash::Shell DisplayConfigurator access from chrome

Right now this is used in many places:
* Display preferences
* Output DRM/copy-protection
* Overscan calibration
* Touch calibration
* Extension system display info
* WebUI display options

All of these access ash::Shell::GetInstance()->display_manager() or display_configurator(). They will all crash in mash.

Feel free to collapse with other bugs if we have them.
