mash: chrome a11y sticky keys should not depend on ash::Shell

See c/b/chromeos/accessibility

This should talk to the window server or ash via mojo.

We could also try to move the AccessibilityManager out of chrome, but it has dependencies on extensions. See also  issue 618070 .
