Handle known-unregistered preload list entries

I don't remove preload list entry without verification from the current owner over either HTTPS or DNS.

However, I've been contacted about at least one domain whose registration has expired: wurzelzwerg.net

We should remove this, and figure out if there is a reliable way to find if a domain is "fully" unregistered, for pruning (Issue 608599).
