VR shell does not exit full screen correctly on back button

Chrome Version: ToT
OS: Android

What steps will reproduce the problem?
(1) Enable VrShell
(2) Navigate to a site that can go fullscreen
(3) Enter VR Shell (via inserting into headset or menu)
(4) Enter fullscreen (through element button)
(5) Press VR shell back button

What is the expected result?
Content exits full screen

What happens instead?
VR shell changes the content quad as if full screen was exited, but the content remains fullscreen.
