IDL style should match C++

- Update the style section here: https://www.chromium.org/blink/webidl
  It refers to blink style such as no line breaks and 4 space indents.
- Change idl files to 2 space indent (and 80 columns?)

Also update https://www.chromium.org/developers/web-idl-interfaces about setFoo and getFoo() vs foo(). Mention PrefixGet in there?
