Task Manager doesn't show subframe process when recreating it after a crash

Issue description

Chrome Version: 57.0.2972.0
OS: Win10

What steps will reproduce the problem?
(1) Start Chrome with --site-per-process.
(2) Visit http://csreis.github.io/tests/cross-site-iframe.html
(3) Click "Go cross-site (simple page)".
(4) Use Task Manager to kill the subframe process and leave Task Manager open.
(5) Click "Go cross-site (simple page)" again.

What is the expected result?
A new subframe process should appear in the Task Manager.

What happens instead?
No new subframe process appears.  If you close the Task Manager and reopen, it shows up.
