Steps To Reproduce:
(1) Start OOBE
(2) At the network selection screen, pick a wifi network that isn't at the top of the list
(3) That network immediately goes to the top of the list while connecting, however the highlight doesn't move so it looks as if another network had been selected.

Expected Result:
After the wifi AP is selected and highlighted by the UI, the highlighted area should follow the network when it's moved to the top of the list.

No workaround. Impact is low since the right network is selected, just confusing for a second.
