The "battery_firmware" command in the Crosh shell no longer works.

Reported by jarod.ki...@raypec.org, Jan 5 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8872.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.103 Safari/537.36
Platform: 8872.73.0 (Official Build) stable-channel auron_paine

Steps to reproduce the problem:
1. Update Chrome OS to 55.0.2883.103 ( The most recent version I have running that doesn't produce this error is 54.0.2870.101)
2. Open Crosh shell (Ctrl+Alt+T)
3. Run the command "battery_firmware info"

What is the expected behavior?
Returns various Battery info depending on the battery, e.g. OEM name, Model Number, Chemistry, Serial Number etc.

What went wrong?
When I run any of the "battery_firmware" commands on any of my chromebooks (I am a IT tech for a school district) that have had Chrome OS recently updated, I get the response: "Target program '/usr/sbin/ectool' is not accessible." If I run "battery_firmware check" or "battery_firmware update" I get the response: "Target program '/usr/sbin/ec_sb_firmware_update' is not accessible."

Did this work before? Yes 54.0.2870.101

Chrome version: 55.0.2883.103 Channel: stable
OS Version: 8872.73.0
Flash Version: Shockwave Flash 24.0 r0
