Incorrect 'The shortcut to lock the screen has changed' Notification on Chromebox with any keyboard

Project Member Reported by rsri...@google.com, Jan 5 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8872.73.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.103 Safari/537.36
Platform: 8872.73.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
1. Use ctrl+shift+L to lock the screen
2.
3.

What is the expected behavior?
No notification should be shown

What went wrong?
On a Chromebox (HP), I've just got the notification: 'The shortcut to lock the screen has changed. Please use Search+L Instead of Ctrl+Shift+L'

Chromeboxes may be using any keyboard, so I would say it would be best not to show this devices to Chromebox devices. Certain Chromeboxes may be shipped with a Chrome keyboard with a search key? But I'm not sure on that.

Did this work before? N/A

Chrome version: 55.0.2883.103 Channel: stable
OS Version: 8872.73.0
Flash Version: Shockwave Flash 24.0 r0

On keyboards without a search key the windows/apple/special key serves the same purpose.

Unfortunately we can't detect the keyboard in order to adjust the message.
