add in verify for servod to check that only one config has the servo serial

I've found that some labstations have more than one config that holds the servo serials, this will cause problems since that means more than 1 servod will try to init the same servo causing resource contention.

This also means during deployment, more than 1 port is getting assigned to the same dut, need to figure out what's going on there as well.
