Improve UX of context menu for misspelled words on desktop platforms

Issue description

Chrome Version: All
OS: Desktop, but worst on Mac.

What steps will reproduce the problem?
(1) Context click on misspelled word in a text area which is near the bottom of the screen.
(2) The distance of mouse travel to the spelling suggestions is half way up the screen due to a lot of items unrelated to spellcheck. Worst offender is on Mac where OS level items are added.

What is the expected result?
Shorter menu of specific spellcheck related items making the spelling suggestions easier to reach, since we know the overwhelming action for this context menu is to correct the word.

- Remove inappropriate or rarely used items such as 'Print', 'writing direction' etc
- On Mac, suppress the OS level added items such as 'Speech' and 'Look up' 
- Add context specific metrics to understand usage of remaining menu items like 'Cut', 'Copy', 'Paste' and 'Search'.

If the search item has as much usage as 'Cut' (the least used of the edit items) within   the context then I think it should remain in the menu.

Issue 266929 has been merged into this issue.
As an update, the simplified spellcheck menu updates and metrics will ship in M57 on Windows / Linux / CrOS. 

I had a look at the beta metrics for usage

Currently the 'Search web for' option isn't being used as much 'Cut', ~30% less usage. Will monitor the stable channel.

@shrike, is there anyone who can help with doing the OSX trimming.
