Re-enable gzip for VR Shell UI now that i18n supports it

 issue 653332  fixed gzip for i18n, so we should use gzip on our resources if possible.

gzip VR Shell's UI resources

This saves ~21.6KB on debug component build, numbers should be similar for other builds.
