Steps to reproduce:
 1.  Launch chrome.
 2.  Tap on Menu > Settings > Voice search.
 3.  Select any language which does not supports speak back (Say : Bahasa Indonesia).
 4.  Send the app to background and change the device language to RTL from device settings(Say : Arabic)
 5.  Relaunch chrome
 6.  Tap on Menu > Settings > Voice search.
 7.  Select any language which supports speak answer back (say : English).
 
Observed results:
Speak Answer back is in OFF state

Expected results:
Speak Answer back toggle should be toggled to ON for the language supported.
