Chrome on Android may not want to enforce webview licenses

Issue description

This can cause spurious build failures, for example https://codereview.chromium.org/2593703003 is causing check-webview_licenses to fail.

I've gotten confirmation from Grace that we don't need to do this in clank either. I'll plug away at it.

Yeah, the upstream bots stopped running this step as a result of https://groups.google.com/a/chromium.org/d/topic/chromium-dev/pwyjF_jAf6I/discussion so it should be fine for the downstream bots to stop it as well.

Will check tomorrow if the above commit fixes the internal.client.clank/release-phone bot failures and close the bug if it does.

It's still failing, but not because of the licenses! Marking as fixed.
