Rupee Symbol Doesn't show up.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. don't know , can't find any way.
2. 
3. 

What is the expected behavior?
I am getting a rectangle box, at place of rupee symbol.

What went wrong?
rupee symbol not showing

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: Windows 7 Ultimate 64bit
Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce the issue on windows 10 with chrome version #55.0.2883.87
Tested with the following url "http://www.w3schools.com/charsets/tryit.asp?deci=8377" and observed rupee symbol is displayed properly

Attaching a screen-cast for your reference, Could you please help us with the sample html test case so that we can reproduce the issue on our end
