'Chrome Apps & Extensions Developer Tool' app window shut down Automatically after we disable/enable the app.

Issue description

Chrome Version:57.0.2972.0 (Official Build) b1f498915edb2115c8f993e60e19728afda80acb-refs/heads/master@{#441559} (32/64-bit)
OS: Windows (7,8,10), Linux (14.04 LT)

Test url:

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://apps, click above app icon.
2. Uncheck the checkbox of Enabled option of same app such that app window shut down then navigate to chrome://extensions
3. Click on checkbox of 'Enable' option of app and then navigate to chrome://apps, click above app icon.
4. Wait for sometime and observe.

Actual:App window shut down automatically.
Expected: App window should not shut down automatically.

This is non-regression issue, seen from 'M 48'(48.0.2547.0).

Note: Issue is not seen on Mac OS.

Uhm, why do you expect the window to stay open if you disable its app? When an app or extension is disabled it shouldn't be able to display anything, so if MacOS still shows the window it's a bug.
