Mac overlay scrollbar fades out while mouse is hovered it

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Open a page with long content 2. Issue a fast page scroll using Mac Book Pro's touchpad, on the page right side appears the fast scroll bar 3. Move to above the scroll bar handle, the handle should become bolder, allowing fast page scroll operation What is the expected behavior? The above UI/UX should be fluent, not annoying What went wrong? (1)When i even get a change to move above the bolded scroll bar handle, the handle just changed to thin status again, or even disappears (2)Sometimes if i carelessly put another finger, that will suddenly trigger a page zoom, which is not i wanted Did this work before? N/A Chrome version: 55.0.2883.87 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 24.0 r0 Maybe change the UX? just should the bolded scroll bar handle if i have moved the finger to the right side(page scroll bar area)

As a contrast: on windows 10, the right-side vertical scroll bar always shows, and the length of scroll handle is much longer, which is better for UX

I believe we try to match Mac platform conventions so if the issue is that there's a timeout that feels to short, that's unfortunately not something that we control. If there's a bug where we differ in behavior from native Mac apps or Safari, that's something we can look into. I'll put this on myself for now to take a look when I get to a Mac.

There is still a problem i noticed: seems current platform UI guides assume different OS should adapt different UX. But in real world, i have a Win10 notebook, & i also have a MAC, & i also use a Ubuntu Linux workstation! No, in general, apps adapt to the platform conventions on which they're running. Chrome is no exception. If you don't want disappearing scrollbars, Mac has a system setting you can set to "always show scrollbars" which should give you Windows-like scrollbar behavior: http://heresthethingblog.com/2015/03/10/mac-tip-macs-scroll-bars/

Ok, so taking a closer look, there does seem to be a bug in Chrome's overlay scrollbars. To repro: 1) Open any scrollable page, I used www.reddit.com 2) Scroll to show the overlay scrollbar 3) Move mouse over scrollbar, this causes it to expand 4) Leave the mouse still over the scrollbar What should happen: In Safari and other Mac apps, the scrollbar remains expanded and visible while the mouse is over it What does happen: In Chrome, the scrollbar disappears even if the mouse is over it. Moving the mouse continually keeps it shown but leaving it still doesn't. Ditto if the user clicks and drags the thumb: the scrollbar remains visible while dragging but if the mouse remains still (yet pressed down) the scrollbar will fade out.
