Regression: [MD History] Unnecessary two horizontal scroll appears on 'History' page.

Chrome Version: 57.0.2971.0 (Official Build)32fb89992da01de660b893d746916f587e871dc9-refs/heads/master@{#441288} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

Precondition: Navigate to few webpages such that history gets generated on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Keep focus on 'Actions' icon of any URL using 'Tab' key from keyboard.
3. Resize the browser from RHS to LHS in such a way that action icon gets hide.
4. Now, press 'Enter' key from keyboard and observe the horizontal scroll bar.

Unnecessary two horizontal scroll bar appears on History page and upper horizontal scroll bar is not working.
Two horizontal scroll bar should not appear on History page.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2959.0 
Bad build: 57.0.2960.0

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2958.0 (Revision: 439976).
Bad build: 57.0.2960.0 (Revision: 440547).

You are probably looking for a change made after 440307 (known good), but no later than 440308 (first known bad).

The steps necessary to reproduce this bug are not trivial (keep focus on a button, reduce window size, hit enter). I don't think this is a P1.

Still we are able to reproduce the issue on Windows7 with latest chrome Canary#57.0.2986.0.
