Regression : Unnecessarily glimpse of blue highlight is seen in chrome://md-settings/autofill.

OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/autofill and open devtools emulated view.
2. Now click on 'Add credit card' to open overlay such as close button appears in the line of 'Add Address' link and close it by clicking on 'X' button.(Refer screen cast)
3. Now observe immediately on 'Add Address' link  after closing overlay 

Actual: Unnecessarily glimpse of blue highlight is seen on 'Add Address' link after closing 'Add credit card' overlay
Expected: Unnecessarily glimpse of blue highlight should not be seen on 'Add Address' link after closing 'Add credit card' overlay 


This is regression issue, broken in ‘M 55’ and will soon update other info :
Good build:54.0.2840.98
