Window Capturing Does Not Bring The Window To The Front

When we share a chrome window, we did not bring the target window to the front. 

Cause: Once upone a time, there was a bug on Windows 10 that the window capturer does not work well to capture chrome window itself, and thus we replace OS capturer by Aura capturer to deal with the issue. But we did not implement the "bring to front" functionality for Aura capturer.

Bring Aura Window To Front When Sharing

When we capture an aura window, namely the chrome window itself, we did
not bring it to the front as we did for other windows.

This CL fixes this issue.
