Chromium Debug DCHECK failure in ResourceDispatcherHost when restoring two tabs, following a crash

What steps will reproduce the problem?
Not exactly sure; I'd had Chrome open with two tabs, and started typing into one of them to trigger  issue 678399 . When I relaunched Chrome, it immediately DCHECK'd with the stack in the screenshot (sorry!) below.

Based on the log message this looks to be the DCHECK at https://cs.chromium.org/chromium/src/content/browser/loader/resource_dispatcher_host_impl.cc?sq=package:chromium&rcl=1483546794&l=333
