Combine ui::wm::WindowType, views::Widget::InitParms::Type and ui::mojom::WindowType

views::Widget::InitParms::Type and ui::mojom::WindowType are the same, but ui::wm::WindowType is a subset. We should replace them all with ui::mojom::WindowType.
