Screen Capture goes black when games switch to full screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2971.0 Safari/537.36

Steps to reproduce the problem:
1. Share your screen -> Your Entire Screen
2. Screen 1 + Share audio
3. Share
4. Screen 1 is shared and frames are captured
5. Start a game in full screen mode on screen 1 (e.g. Overwatch)
6. screen share goes black and googFrameRateInput goes to 0
7. exit game
8. screen share stays black and googFrameRateInput stays at 0

What is the expected behavior?
Game should also be shared in full screen.

What went wrong?
chrome seems to have stopped capturing the desktop

Did this work before? N/A 

Chrome version: 57.0.2971.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Windowed mode works - but full screen is the way most people do play games.

Unable to reproduce this issue on Windows-10 using chrome latest canary M57-57.0.2987.98. Observed no black patches while sharing the screen using google hangouts while playing games in full screen.

Reporter@- Could you please let us know is this issue is observed on latest canary M59- 59.0.3036.0? If yes, please let us know on which application you are trying to share the screen?

Version 59.0.3037.0 (Official Build) canary (64-bit)

First tested with google hangouts - but that seems to limit fps to 5 - so not really a good test for me (our requirement is 30 or 60 fps for streaming games).

I used the extension from webrtc-experiment.com for these tests:

Games I tested that now worked when you select "fullscreen" in the game:
Hearthstone
League of Legends (Non beta client)
Rocket League


Games I tested that didn't work:

Overwatch (installed via battle.net)
Resident Evil 7 (installed via steam)

No - as per comment #3 I provided examples of full screen games that can
not be captured:

Overwatch (installed via battle.net)
Resident Evil 7 (installed via steam)
