After user click the “DOWNLOAD PAGE LATER” button, the download fails

Issue description

Version: 57.0.2970.0
OS: Android 5.0.0
Device: Samsung Galaxy S5
Model number: SM-G900V

After users click the “DOWNLOAD PAGE LATER” button, the download fails. 

What steps will reproduce the problem?
(1) Internet is off, in Galaxy S5, start Chrome with offline pages enabled, and go to cnn.com  
(2) Click the “DOWNLOAD PAGE LATER” button 
(3) Internet is on and observe

What is the expected result?
cnn.com download should complete successfully. 

What happens instead?
cnn.com download failed

Additional information:

The above bug comes from Chrome Dev. 

This bug does not exist in current Chrome Beta: 56.0.2924.23 (Official Build) beta (32-bit).

This bug does not exist in Nexus 7.

Please enable logging on chrome://offline-internals page and capture what is going on. We cannot diagnose this case from 3 steps.

Also, please let us know how consistently this reproduces.

Thank you for your advice. In future, when reporting a new bug, I will turn on log in chrome://offline-internals and attach the logs to a bug.

I could not consistently repro this bug.
